Bug Description
Installing Budgie 23.10 Daily and toggling off "require my password to log in", the user is required to login after the system reboot. After completing the signon and going to Budgie Control Center >> Users, I toggled "Automatic Login". This appears to correct the problem of activating the autologin. The file that seems to be missing is
/etc/lightdm/
[SeatDefaults]

I strongly suspect that this is a ubuntu new installer issue given that the log mentions cloud_init.
