sda1 was originally a Lubuntu 18.04 LTS partition.
as it reached EOL before groovy (20.10) I opted to replace it with 21.04
manual partitioning, selected sda1 without format (I have music & other files in $HOME)

QA-test install on
- dell [optiplex] 780 (c2q-q9400, 8gb, amd/ati cedar radeon hd 5000/6000/7350/8350)
replace sda1 (initially lubuntu 18.04) with ubuntu hirsute
sda1 was chosen as lubuntu 18.04 reaches EOL this month, which is earlier than the groovy (20.10) partition. sda1 was without format (I have music & other files in $HOME)
** expected result
Install will work; reboot & I'll have a 21.04 system in the sda1 partition
** actual result
grub-install failed, reboot & it only booted to recovery console :(
