grub could not be installed while Xubuntu 20.10 install (grub was already there from an earlier version)

Bug Description

Existing dual boot system with Win10 and Xubuntu 18.4 (?). I wanted to replace with Xubuntu 20.10. At the end of the installation I got the error that grub couldn't be installed.
