19.04 kubuntu installer doesn't ask for password or additional filesystem info for encrypted partition

Bug Description

When selecting a manual partition method, then selecting to use an encrypted volume, the installer only gives the option to "Install Now". It doesn't ask for a password, options or what filesystem to make.

Thank you for taking the time to submit this bug report. Ubiquity is now unmaintained, and is replaced by either the Ubuntu Desktop Inser or Calamares starting with Ubuntu 24.04 LTS.
