"Error restoring installed applications" while upgrading to 18.04 using the image

Bug Description
Test Case:
1. Install Ubuntu 16.04 + all the updates
2. Boot 18.04 from an ISO
3. Run the installer
4. On the partitioning page, select "Upgrade to 18.04" and continue with the installation
It can also be reproduce with the following command
$ sudo apt-clone restore-new-distro \
/target/
bionic --destination /target
Expected result
The upgrade ends successfully
Actual result
This crash.
When trying to upgrade the clean installation of Lubuntu/Xubuntu 16.04.3/17.10 (I haven't tested other flavors) using the daily desktop image, I got an error titled "Error restoring installed applications". The upgrade itself succeed though.
