Live session set wrong keyboard layout and time zone

Bug Description

When I boot the Ubuntu Studio 14.04 beta 2 testing it will start with keyboard set to English US and time zone as UTC. Usually I believe this would be localized to my Swedish keyboard and CET.

See the same with UK keyboard. Unrecognised by Ubiquity as UK layout.

Confirmed with Ubuntu Desktop 20140326. Selected French in ubiquity-dm and keyboard in the live session was set to US and date set to UTC.

"Install Ubuntu" can be performed in any language, as we include all translations we have for the installer-only.

Current trusty daily amd64 image has following language packs:
* en
* es
* zh_TW

So english, spanish, chinese "Try Ubuntu" sessions are supported.

If i selected in the ubiquity-dm greeter "Espanol" and then click "Probar Ubuntu" (Try ubuntu) i get a spansih localised session with all locale output set to "es_ES.UTF-8"

Can I have exact steps to reproduce this bug report? Or is this just the case that users expected for "swedish and french language packs to be available on the default image" ?

As workaround, you can press a key while the livecd boots up (with the keyboard symbol at the bottom) and chose there your language. After this, the live-session and the graphical installer has the correct language and keyboard settings.

The USB I used for my testing was created with unetbootin where I didn't get the opportunity to choose language and Try Ubuntu. I just got the menu to choose Try or install. Perhaps that's the problem here?

If I select Spanish then I expect a default of Spanish keyboard, not english, and a second alternative of Latin American keyboard; English as a third option....
What is expected:
- select Spanish language.
- select Try Ubuntu.
- open GEdit.
- type "ñ" on my keyboard and get an "ñ" on GEdit.
Currently, when typing "ñ" we get ';' instead, because the keyboard is English by default...
Regarding the timezone setting, it should be detected by using the users public IP address automatically somehow.
I don't remember what happened in 12.04 but I think the keyboard was correctly set to Spanish by default, the timezone not so sure though...

I don't understand why this is marked as Incomplete/Invalid. Selecting the language in Ubiquity and logging into the live system, results in Ubuntu setting the keyboard layout to En anyway. That is all. The expected behaviour is:
English → En keyboard layout
Español → Es keyboard layout
Italiano → It keyboard layout
And so on...

This issue does exist in Trusty (probably in Utopic as well).
It didn't exist a few versions ago (I don't remember which one introduced the bug).

If I boot from the Live USB (created using "dd"), select another language (Portuguese, for example) then "Try Ubuntu", the live session has English keyboard layout, UTC time and almost all text in English (some things in Portuguese).
The text being in English is OK, but the keyboard layout and timezone not being what I selected is not OK.

And, as mentioned in comment #7, when the boot process reaches the "purple screen with some icons at the bottom" (like this: http://pix.toile-libre.org/upload/original/1347445119.png), if I press some key and then select Portuguese from there and "Try Ubuntu", the live session will have the correct keyboard layout (not sure about the timezone).

So, there's a bug somewhere.

This issue still exists on all our installs at the school were I work as systems administrator. The issue is not constant but every now and then one has to click on language and choose Swedish to reactivate the Swedish keyboard. Is there a viable solution i.e permanent. I have tried some workarounds that In have read about but none are permanent.
