Set Location in the web UI leads to a 405 Method Not Allowed error

Bug Description
1. Run Transmission
2. Enable the web interface
3. Open http://
4. Right click on a torrent, select"Set Location"
5. Type in a new location
6. Press Enter
What happens:
A new browser tab opens with a "405: Method Not Allowed" page. The a URL of that new tab is http://
What should happen:
The same thing that happens if I use the mouse to click "Apply" instead of pressing Enter: the Set Location popup should close and the torrent should be moved to the new location.
