New notes open behind existing windows

Binary package hint: tomboy

New notes show up behind existing windows in the desktop. This happens both when there's a maximized window and not. To reproduce this:

(I'm using Ubuntu classic without effects, creating the note from indicator applet)

- Open a terminal (for example) and either maximize it or make it cover most of the screen
- Press "Create New Note" in the applet
- Note shows up behind panel window

This is often very surprising as it seems the application isn't working
