Bug Description
Binary package hint: tntnet
yeah as the subject says we need a warning or even flag them as incompatible , or maybe in the install it could detect it's rival and ask you for another port

This effected me too after I upgraded to 13.10 using do-release-upgrade
tntnet was installed (I had no idea what tntnet was till this happened) so then apache would not start.
I remover tntnet and everything works now
