Logrotate crshes tinyproxy after a while

Bug Description

Logrotate should chown the new logfile with user tinyproxy tinyproxy and chmod 640

so the line
 create 640 tinyproxy tinyproxy

should be added to /etc/logrotate.d/tinyproxy

Please, note that it is possible to install cosmic package onto bionic. Updating the version for bionic is stressless.
