Bug Description
The web search feature introduced in Thunderbird 10 is broken in Ubuntu because we aren't shipping the searchplugins.
This bug is just to remind me to make sure we include them in 11, and make sure they can be localized correctly like in Firefox

Also add a patch to use the locale of the global chrome package to
select the search locale, like we do with Firefox. Add another patch
