Bug Description
Did a general dist-upgrade on saucy. I have TGT installed for some work with devstack. For some reason, tgt failed to upgrade and that caused apt to throw an error.

Seems that something is preventing tgt to stop. Can you please send the tgt log files to check why process isn't stopping?
