tex texlive-base is not ready, skipping fmtutil-sys --all call

I installed texlive-binaries. During the install there were warnings

texlive-base is not ready, delaying updmap-sys call
texlive-base is not ready, skipping fmtutil-sys --all call

Running tex fails as:

$ tex pp.tex
This is TeX, Version 3.1415926 (TeX Live 2009/Debian)

I can't find the format file `tex.fmt'!

which is corrected by installing texlive-base

$ sudo apt-get install texlive-base

Please consider texlive-binaries dependent on texlive-base
