xelatex does not recognize .pstex figures

Bug Description
Binary package hint: texlive-base
texlive-xetex 2009-7
Xfig can export a combined ps figure with two parts: a .pstex and a .pstex_t
The .pstex file is actually a EPS file:
last_step.pstex: PostScript document text conforming DSC level 2.0, type EPS
But xelatex gives an error:
ERROR: Unable to load picture or PDF file 'Figures/
Then I changed the default postfix from .pstex to .ps or .eps, and it compiles without error.
So the problem is that xelatex does not recognize .pstex figures, even after I added a line in my tex file:
\DeclareGraphic
By the way, latex can compile correctly.

I don't expect that this is a bug in Ubuntu. I installed the latest MikTeX on Windows XP and I have the same problem with XeLaTeX, with and without a similar /DeclareGraphic sExtensions. latex also compiles fine on windows.
