Bug Description

texlive-latex-recommended (or some other appropriate package) should contain soulutf8, infwarerr and etexcmds from the oberdiek bundle: http://www.ctan.org/tex-archive/macros/latex/contrib/oberdiek/
Maybe even all files from this bundle should be included?
soulutf8 allows for UTF-8 encoded characters in the 'soul' style file.
