Cedilla problem: texmaker and kile prints "ć" instead of ç (portuguese language and intl keyboard)

Bug Description

There is an annoying problem in my kile and texmaker editors: Everytime i try to type '+c it shows ć instead of ç.
I tried ubuntu 12.04, 12.10 and the latest 13.04 develpment branch.
I'm using an international US keyboard.

I'm also having problems with this bug. It's so annoying...

I'm using \c c or pressing AltGr + Comma and after pressing c.

Both solutions give a ç. But I would like to press ' after c and have the cedilha.

I gave up. From now on i'll keep editing my latex files with gedit and compiling with pdflatex
