Cannot keep terminator on all virtual desktops

Bug Description
In KDE, I want terminator to show on all virtual desktops. I have terminator bound as a pop-up (or drop-down) terminal, so this makes sense. This is the default behaviour of guake and tilda.
I tried to select "Show on all workspaces", but this doesn't do anything. I tried telling KDE to show it on all virtual desktops, and this did work, but after toggling hide and show, it reverted to a single desktop.
The only way I could get it to work was with a KDE window rule.
