Tango icon theme should inherit hicolor

Bug Description
tango-icon-theme package depends on hicolor-icon-theme package but its index.theme doesn't actually inherit hicolor.
The attached patch make it actually inherit hicolor.
After the change and proper cache updating, there are less missing icons in Xfce4.
You know, xfce4 package still recommands tango-icon-theme.
