systemd/plymouth preventing reboot/shutdown

Bug Description
Plymouth seems to be busy with trying to show a "Halt" and also a "Reboot" screen during shutdown, and in trying to do so preventing the actual shutdown procedure to succeed. It even continues to do so after forcing the shutdown/reboot procedure as can be seen in the attached screenshot.
Systemd then continues the show with waiting for an obscure kwin process, which ceased to exist long before. Of course, systemctl doesn't work at this stage any more either, so log files are useless.
p.s. after giving the two processes systemd & plymouth several minutes to finish what they were claiming to do, I had tp pull the plug to end this farce.
