This seems to be the same as explained here:
https://bugs.launchpad.net/ubuntu/+source/systemd/+bug/1921574/comments/2

so marking this as dup of bug 1699360

for your specific system, you probably can fix your local problem by running:

$ sudo apt install --fix-broken

and then try apt upgrade again.
