If a network printer is inaccessible in a way such that dns doesn't fail and the connection isn't refused, system-
For example, if a laptop user has a printer ipp://192.

I have the same problem here, I have a remote printer (which is plugged on my desktop pc) configured on my laptop pc, and when I am at work (with my laptop), when I click on "print" in gedit for example, when I am not connected, it "freezes" until I get a connection...
