Please convert syslog-ng to upstart

Bug Description

Hi,

The syslog-ng package provided in Ubuntu isn't converted to Upstart (the package come from Debian directly).

The problem is that SysV init script are launched at the end of the boot process:
- Boot > Upstart > all upstart jobs > Compat. SysV > End.

and if another daemon (using upstart) depends on syslog, it fail (example with nova-compute).

The upstream provide a upstart conf¹ in the contrib directory, can you modify the package to use upstart ?

Ps: I've also another Upstart job (which provide pid/conf/ctl support)

Not sure it is worth converting to Upstart, because it won't be fixed in 12.04, nor in Trusty either, and the next LTS will have systemd (and syslog-ng has been converted to systemd already).
