add "use system settings" option for proxy settings

Bug Description
Currently there's no way to change/overwrite the proxy settings from within the program, i.e. one has to stop `synaptic`, change the environment and restart it. A custom environment to run `synaptic` without a system-wide specified proxy (in environment variables) has to be provided at every start as well.

Thank you for submitting this bug and reporting a problem with synaptic and a suggestion of a use system settings option. You made this bug report some time ago and Ubuntu has been updated since then.
Could you confirm that this is no longer a problem and that we can close the ticket?
If it is still a problem, are you still interested in finding a solution to this bug?
If you are, could you let us know, and in the current version, run the following (only once):
apport-collect 1457865
and upload the updated logs and and any other logs that are relevant for this particular issue.
Also, would this be an enhancement/feature request?
