Steam game freezes on startup (only on Xorg session)

Bug Description
I believe I've found a regression in Ubuntu 19.10 Eoan concerning a Steam game.
Start an Ubuntu session on Xorg and try to play Counter Strike: Global Offensive. The screen stutters, skips frames, becomes glitchy and ultimately unresponsive. It doesn't respond to ALT+F4, doesn't let me open the Activities overlay and ALT+TAB also does nothing. However, the mouse pointer still works and I can still hear some delayed sound effects from hover events in the game.
My system logs are being spammed with errors related to the game. Take a look at the attachments.
On a Wayland session, the game runs normally. I haven't tested other games yet.
I believe a recent kernel update did this. It was version 5.3.0-19-generic. Before that update I could play CS:GO on Xorg. This problem is also reproducible on the latest Fedora Workstation, which uses a slightly newer kernel.
Specs:
Graphics: AMD RX 560 (AMDGPU, open source)
CPU: Intel Core i3-8100
Ubuntu 19.10 Eoan (GNOME, fresh install)
I tried to use `apport-bug steam` but it failed saying the package isn't installed, which doesn't make sense. See attachments.
Let me update the description of the problem:
I launch Counter Strike: Global Offensive and the screen freezes on the main menu. I can hear sounds from the game, I can hear feedback sounds from hover events, and I can press buttons on the frozen interface (it works) but I never see the frame change. In other words, the rendering gets stuck. It doesn't update.
This wasn't reproducible on the first run. After I installed Ubuntu 19.10, I was able to happily play the game. The next day, I try to play again, and this starts to happen.
