[FFe] Re-enable LTO for s390x builds

Bug Description

As part of the efforts to fix LP: #2004050, we disabled s30x LTO.

During the discussions, a better alternative was suggested where LTO would not need to be disabled.

This FFe is a request to re-enable LTO for s390x builds in lunar.

The builds are available in a PPA at https://launchpad.net/~athos-ribeiro/+archive/ubuntu/squid-halt-build-on-test-failures
