See attached screenshot:
- I want all updates to be downloaded automatically
- I want security updates to be installed automatically
- I want to be notified when there are non-security updates
Basically the simplest thing to do IMO would be to make notifications turn-on-and-offable via a checkbox independent of the three choices you're providing.

I selected the "download in background" option and was never notified of updates. Now I've gone back to the "notify" option because then at least I know what's happening.

However, the changes you are requesting aren't really a bug and require more discussion, which should be done on an appropriate mailing list or forum.
