Canonical partners repository not enabled by default, causes error messages when trying to install propriatary apps like Ubuntu or Skype

Bug Description
The Canonical partners repository should be enabled by default as it looks really terrible when you go to the Software Centre, see a huge banner for something like Ultima, click it and get a No such package message. For anyone that doesn't know better, this would just put them off using the Software Centre as they will just think it's broken (and to be honest it is because of this issue). It needs to be enabled by default, or should give a prompt to enable it if they want to install it. A simple message box explaining it with an enable button would be a lot clearer than just an error.
