Timestamps in History view do not respect 24 hour format

Bug Description
I use 24 hour time format. Now it's 17:59. Unfortunately, time displayed in history view is not right. For example instead of 16:57 it shows 04:57. Not even pm or am with it.

This is a translation issue for pl_PL, as the time format is a translatable string, and the Polish translation[1] is the same as the one used in the default translation, however it should be %H:%M to use proper 24-hour formatting (see the suggestion on [1]).
The bug in software-center however is that the translator comment, although specified, is not exported to the PO file, so it's not shown, and the translators are not aware of it's existence. The translator comment ("# Translators : time displayed in history, display hours (0-12), minutes and AM/PM. %H should be used instead of %I to display hours 0-24") should probably be right above the line with the translatable string.
