Software Sources needlessly opens modal to the USC window

Bug Description
software-
1. Launch Update Manager and Ubuntu Software Center.
2. In Update Manager, click "Settings".
3. In USC, install or remove something.
4. Close Software Sources.
5. From USC, choose "Edit" > "Software Sources".
6. In USC, install or remove something.
What happens:

6. The contents of the USC window can't be interacted with at all.

In other words, since Software Sources can be messed around with independently of USC, there's not much point in opening it modal to USC.
