Allow users to write reviews for packages that are not installed/fail to install

Bug Description
Currently users can only write reviews for packages that are currently installed. This limitation should be removed.
There are use cases were users want to write reviews or rate packages that are currently not installed.
For example, if the package fails to install a user would like to give a poor rating, or write a review describing the installation failure so other users will be aware.
Or, a user may have installed the package, decided to uninstall it, and then want to review or rate the package.
In my particular case, I was unable to install a package because the Ubuntu package is behind by quite a few versions. I wanted to write a review to let future users know this, and some helpful tips on how to manually install the .deb package. Unfortunately because the package won't install from the Software Center I am unable to post a review with those tips.

I was unable to install a package because the Ubuntu package is behind by quite a few versions.
But if he has 4.0.4, the latest release is 4.0.5 and It can't be very far from last release.
