locales are not being installed along with applications

Bug Description
Binary package hint: software-center
When I install a software using the software center I have experienced that I had to manually install the corresponding locale
e.g.
I have
1.) installed the "Thunderbird" package and received a German Thunderbird (which is as I expect it)
2.) then I added the "Enigmail" package via software center and then I had a English Enigmail plugin in my thnderbird.
3.) So I was forced to manually apt-get installed "enigmail-
Recommendation:
Software Center should make sure that the installed package also installs the locale if one exists.

This is a result of software-center not showing packages without app-install-data yet, however it should be addressed in the addons spec
