Bug Description
After upgrading from 12.04 to 14.04, I find I cannot rate or review packages using the Ubuntu Software Centre. If I attempt to rate a package, I see a wait cursor that doesn't go away. If I attempt to review one, a window opens, shows "Signing in..." and then "Failed to log in". It offers no route to log in. I tried deleting ~/.config/

I finally got so annoyed with this that I did some digging and found a work-around. The entire Ubuntu One SSO seems to be broken, IMO, and somehow in its constant refusal to login here and there and having to reset it got it all out of sync. That's the cause, IMO.
For the workaround, note that it uses Gnome Keyring. Be sure the Ubuntu Software Center is closed. Go to your dash and look for "pas", which should pop up "Passwords and Keys" as an option. Go into the Login folder (on mine, it is at the top under Passwords), and look for anything Ubuntu related. I removed all of them without mercy (and some others I'd been thinking of removing anyhow; it is a nice time to cleanup apps I don't use any more).
Once you close the Passwords and Keys app, you should be able to restart Ubuntu Software Center and put in the login information once again. Let's see how long it lasts.
