snapd warns about apps needing to be restarted, but closing the app does not trigger a snap refresh

Bug Description
I've recently started receiving notifications on my jammy desktop that snaps I currently have running need to be closed, so that the snap can be updated; and tells me how many days I have left to restart it. This is great!
However, I have seen this message for both matterhorn and chromium, and after closing and restarting the applications, I still got notifications counting down the days. The notifications did not say that I needed to manually run 'snap refresh' after closing the app, or that I had to wait a certain amount of time after closing before restarting the app.
Ideally, snapd would detect when a snap whose refresh is blocked by a running process is no longer running, and immediately refresh it, blocking any further launches until the refresh is complete.
