Update to 1.13

Marking Yakkety as "Won't Fix" since it's about to go EOL.

The Ubuntu MATE team are adding snap support to the Software Boutique with the assistance of Robert Ancell. Everything works correctly on Ubuntu MATE 17.10 daily but we encounter various issues on 16.04, such as snap installs timing out part way through and not reporting the correct snap status.

We've built snapd-glib 1.13 in a PPA for 16.04 and it resolves all the issues we've encountered.

This should also fix the Polkit prompts being wrongly translated (bug 1700764).

Accepted snapd-glib into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/snapd-glib/1.13-0ubuntu0.16.04.1 in a few hours, and then in the -proposed repository.

The verification of the Stable Release Update for snapd-glib has completed successfully and the package has now been released to -updates.
