skype PULSE_LATENCY_MSEC workaround not working for the commandline

Bug Description

Skype needs to have the PULSE_LATENCY_MSEC environment variable set to work correctly on newer ubuntus. This is already done by the skype package by modifying the skype.desktop file:
...
Exec=env PULSE_LATENCY_MSEC=60 skype %U
...

Unfortunately this does not help users starting skype from the commandline. It would be better if you could find a solution that also works for commandline users (or users of desktop environments that do not look at the .desktop files).
