Bug Description

Ubuntu release:
Description: Ubuntu 18.04 LTS
Release: 18.04

shim-signed version:
shim-signed:
  Installed: 1.34.9+13-0ubuntu2
  Candidate: 1.34.9+13-0ubuntu2
  Version table:

        500 http://us.archive.ubuntu.com/ubuntu bionic/main amd64 Packages

I expected Ubuntu 18.04 to install without errors. Instead, it installs, and it functions, but any installation with apt indicates the following:

grub-install: error: efibootmgr failed to register the boot entry: Input/output error.
dpkg: error processing package shim-signed (--configure):
installed shim-signed package post-installation script subprocess returned error exit status 1
Setting up grub-efi-amd64-signed (1.93+2.02-2ubuntu8) ...
Installing for x86_64-efi platform.
Could not prepare Boot variable: Interrupted system call
grub-install: error: efibootmgr failed to register the boot entry: Input/output error.
dpkg: error processing package grub-efi-amd64-signed (--configure):
