Bug Description

$ lsb_release -rd
Description: Ubuntu 14.10
Release: 14.10

$ apt-cache policy selinux

I hit this in the process of doing do-release-upgrade from Ubuntu 14.04 to Ubuntu 14.10. I expected do-release-upgrade to complete successfully, but instead, I got:
