non-ascii escape commands don't seem to wor

Bug Description
Binary package hint: screen
The escape command I was using with latin-1 don't with utf-8 locale:
$ screen -U -e '§½'
Two characters are required with -e option, not '§½'.
(That's the section sign followed by the one-half sign, both on the key below ESC on my fi keyboard)
This is one of the last external utf-8 blocking problems for me.
