SchoolTool fails to start immediately after install on Saucy

Bug Description

It fails the first time, but then if you try again manually it works.

Confirmed, I see Starting SchoolTool, then Stopping SchoolTool, and Starting again, but it fails. Have to investigate why that happens.

Added a sleep 5 to wait for supervisor to die before starting again.
