Looks like rtl8821ce-dkms was dropped from Kinetic release (probably in favor of mainline rtw88 driver).
I'm afraid it was too early. Experience with rtw88 on Kinetic's kernel 5.19 is not good enough (unstable SSH connection, unstable download speed etc).

From my limited testing with "AzureWave RTL8821CE 802.11ac PCIe Wireless Network Adapter [1a3b:3040]" it works fine.
