Timer does not trigger immediately waiting for the approximate time it takes to show a popup

Bug Description

Binary package hint: rsibreak

When the "Show popup" setting is not used, the nag screen is not shown immediately, waiting for the approximate time it takes to show a popup.
During this time no tooltip is available for the rsibreak icon in systray.

Also the setting "Take into account the idle seetings" must be selected for this behaviour to show up.

Fixed. But was too late for FFe. Will be uploaded to 16.04. And will put it in backports for Wily.
