should recommend against using ubuntu-specific versions

Bug Description

Binary package hint: reportbug

When reporting bug to the Debian BTS, it is a bad idea to report bugs against a version of the package that is not in Debian. That causes version-tracking to fail, and unhappy maintainers.

I suggest adding a message in the default template saying something along the lines of:
When reporting bug in Debian, please report them with a version of a *Debian* package affected by the bug, i.e not a -XubuntuX version.

I agree and often remove the Ubuntu specific part from the version string, but on the other hand, it might be useful to know, since some of the Ubuntu patch might be involved in this behavior.

Maybe it should be recommended to use the Debian version in the Version tag/field, but add the installed version as additional info?

When using -B debian, you shouldn't have to know to edit the version number. reportbug should DTRT.

IMHO -B debian should also warn that package should be tested in Debian (at least in chroot) in the first place (and reported from there, if possible). Even packages without "ubuntu" in the version can behave differently on both systems (example: huge changes in Ubuntu's Python - lots of Python related Ubuntu universe packages didn't work while Debian ones did)
