Bug Description
Binary package hint: quagga
on prerm script, we set really_stop to false by default. this break automatic upgrades of the package when using apt-get -y --force-yes.

I would argue this is a feature.
In most environments were quagga is run you really really don't want an uncontrolled start/stop of the services this provides.
