Bug Description

idle-python3.6 is not detectable by Ubuntu Software nor is it detectable by Nautilus as an application that can be used to open .py files. This should not be the case. It used to be available in Ubuntu 16.04.Users will need these features to improve work productivity.

**System information:**

IDLE (using Python-3.6) can be found in gnome-software. But it cannot be found in Nautilus.

Is it because of this issue? http://appstream.ubuntu.com/bionic/universe/issues/idle-python3.6.html?

@Matthias Klumpp mentioned that Python upstream needs to add a metainfo file for IDLE (see https://bugs.launchpad.net/ubuntu/+source/gnome-software/+bug/1841130/comments/2)
