This was due to a problem in sip4 that's been fixed.

sip4 (4.12.4-0ubuntu2) oneiric; urgency=low

  * Fix mis-application of one hunk in siputils_debian_changes.diff
  * Use new dh_python2 feature --no-dbg-cleaning in place of gross hack in
    debian/rules and bump minimum build-depends version for python-all-dev

I just had the same problem when rebuilding Python-qt4 4.10 on ubuntu 13.04. How to fix this?
