Bug Description

This was reported in upstream: https://github.com/pypa/pip/issues/8260, but it is proven to be mistake of distro package.

I can verify that. The error is gone by upgrading pip to upstream version, with this command (in a virual environment):

python3 -m pip install -U pip

My system:

Ubuntu 20.04 (64bit)
Installed python3-pip version: 20.0.2-5ubuntu1

Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.

However, if you believe that this is really a bug in Ubuntu, then we would be grateful if you would provide a more complete description of the problem with steps to reproduce, explain why you believe this is a bug in Ubuntu rather than a problem specific to your system, and then change the bug status back to "New".

According to the above linked issue, this is a distribution bug, not a local configuration or an upstream bug.

The bug goes away when the user removes the vendor package and installs an upstream version.
