Every time I install updates, this comes up again.

Do you actually use xemacs21? It doesn't look like python-mode is compatible with xemacs21.

It fails due to missing rx library

There was an effort at XEmacs porting that library

Maybe ask at <email address hidden>

python-mode.el is already part of XEmacs (xemacs21-basesupport package). The package python-mode should not try to install its libraries for XEmacs.
