setting FSCharset not permanet working

Bug Description
Hi,
when I set FSCharset to UTF-8, encoding is not set permanent. when I reach a folder with a other encoding, the server switch the FSCharset globally (not only to the session). I have to restart the server, that the encoding is right again.
root@web1:/# cat /etc/pure-
UTF-8
root@web1:/# cat /etc/pure-
ISO-8859-15
I looks like, pure-ftp detects the encoding while reading a directory and than switch to it (but not back to utf-8).
