package procps 1:3.2.8-11ubuntu6.3 failed to install/upgrade: ErrorMessage: package procps is already installed and configured.

This error occurred after an upgrade to Lubuntu 14.

lx panel was not starting on system startup, I fixed that using these instructions:

But there are still other errors I am working through. Everything seemed to be working fine before the upgrade.
