VM writeback timeout gets "fixed" the wrong way

Bug Description
If the VM writeback timeout is higher than 1500 centiseconds (15 seconds), PowerTOP will say it is bad, and "fix" it to 1500, even when it started higher (mine is 60000, and I don't remember changing it, so I guess that is the default value for laptops?).
